Resumo

Purpose – the research seeks to analyze the degree of collaborative maturity of Fiocruz's capacitation. From this analysis, the research seeks to analyze the degree of collaborative maturity of Fiocruz's training partnerships. From this analysis, propose improvements in terms of governance for institutional capacitation building. Design/Methodology – the research is characterized as a unique exploratory case study of descriptive analysis. The theoretical model adopted was the Collaborative Governance Regime - Emerson et. al. (2011). The data collection was done through the application of the collaborative maturity instrument (MARTINS e COSTA, 2017), as well as semistructured interviews with certain partners. Two levels of analysis were used: for each selected partnership and general selected partners. Findings – the results indicate a considerable degree of collaborative maturity, in general, in the selected partnerships. Evidence suggests a need for collaborative improvement in the following dimensions and variables: drivers (interdependence and uncertainty); engagement with principles (deliberation and determination); capacity of joint action (resources and institutional arrangements). It is recommended the appropriation of the concept of “collaborarchy” (AGRANOFF, 2007) and of collaborative platforms (ANSELL e GASH, 2018). Research Limitations – the research does not propose to evaluate the general context of the Collaborative Governance Regime. Practical implications – from the analysis of the maturity of the partnerships propose improvements in the governance model, mainly in relation to the variables of the RGC. Contribute to the improvement of the collaboration between the units of Fiocruz and for the purposes of the National Policy of Development of People. Social implications – the improvement and stimulation of collaborative actions in Public Administration contributes to interaction beyond the borders of public institutions, generating more efficiency in relation to public resources. Originality – it´s believed that this is one of the first studies to evaluate collaborative maturity in terms of institutional capacitation building, in public institutions, from the perspective of Collaborative Governance.
