Capacidades estatais e seus efeitos nas políticas públicas de emprego nos estados

Resumo

Purpose – Understand how local policy capacities are mobilized in the processes of
 implementation and operationalization of the National Employment System (Sine) in the States
 and how they contribute to achieving the results of public policy. Design/methodology/approach – The research sought to collect data and documents made available by the national manager of the SINE and also by selected States in order to subsidize and complement the information obtained through interviews. Qualitative method and content analysis technique were used for treatment, analysis and interpretation of interview data. The interviews were carried out using questionnaires with open questions, with relevant actors from selected States who work in the management and execution of SINE's actions. Findings – The research identified a great variation among the States in terms of the state capacities available and mobilized for the implementation and operation of the Sine. In line with the literature, it was found that States with greater capacities had better results. In other words, capacity building provided entities with better conditions for implementing Sine's
 actions and services. Research limitations/implications – Scarcity of studies on state capabilities in subnational entities, especially in states and public employment policy, and also the scarcity of studies on the effectiveness of Sine. Practical implications – contribute to the development and improvement of public employment policy. Identify improvements or proposals for improvements in the public employment policy, both for the subnational entities that operate the Sine, and for the Ministry of Labor and Employment, as national coordinator of the Sine.
 Social implications (if applicable) – contribute to the strengthening of the public employment
 system, identifying improvements in the public employment policy, which may reflect in better
 service to workers and employers. Originality (if applicable) – The study seeks to examine the States´ policy capacities in the execution of Sine's actions and services. No study was identified in these subnational entities for this public policy, so that this study seems to be a pioneer in this analysis.
