Resumo

This master’s dissertation investigates the applicability of Dynamic Line Rating (DLR) in the Brazilian National Interconnected System (SIN), starting from the observation that, despite international advances in dynamic ampacity technologies, there is no commercial application of DLR in Brazilian transmission. Initially, the current concession model is described—where remuneration via the Annual Permitted Revenue (RAP) is decoupled from actual asset use—and the grid procedures of the National System Operator (ONS). Next, the technical foundations of DLR according to CIGRÉ and IEEE standards are revisited, and implementation costs via meteorological stations, conductor sensors, and satellite services are detailed. In the core of the work, the development of a computational model is presented. This model integrates ERA5 reanalysis data, the Global Wind Atlas, and line characteristics to calculate dynamic ampacity at a fine hourly and spatial resolution, and it is validated on 14 representative lines in Brazil. The results show average ampacity gains between 11% and 124%, with particularly large benefits for short lines in high-wind regions, while also revealing cases where capacity falls below the static rating on low-ventilation segments. Finally, the regulatory and economic framework is analyzed by comparison with international models that remunerate grid-enhancing technologies. Adjustments are proposed for new concessions (including average ampacity targets, variable performance-based remuneration, mandatory implementation, and independent calculation) as well as addenda to existing contracts to allow remuneration of operational improvements. The dissertation concludes that DLR is both technically and economically viable, but its adoption in Brazil depends on regulatory and contractual mechanisms that adequately recognize and reward its benefits in manner to stimulate investments.
