Resumo

This dissertation analyzes the adoption of tariff models in Brazil, with an emphasis on the Tarifa Branca and the economic impacts resulting from the migration of residential consumers to this pricing model. Although available to the group B since 2020, adherence to the Tarifa Branca remains limited, reaching less than 0.1% of low-voltage consumer units by 2025. Initially, the national tariff structure is discussed, highlighting the challenges faced by the electricity system, particularly regarding demand management and the mitigation of operational costs. Subsequently, the effects of adopting the Tarifa Branca are evaluated from two perspectives: consumers who maintain their consumption profile and those who adjust their demand through strategies such as peak shaving. The study also investigates the integration of distributed generation (DG) with the Tarifa Branca, considering the economic impacts and operational challenges imposed by the expansion of DG within the Brazilian electricity system. Financial feasibility studies are conducted for consumers from 15 representative distributors in the country, evaluating costs, internal rate of return and payback periods for three distinct scenarios: migration from the conventional tariff to DG with a conventional tariff; migration from the conventional tariff to DG with the Tarifa Branca; and migration from the Tarifa Branca to DG under the same tariff model. The results show that, although the DG scenario combined with the conventional tariff offers the highest economic attractiveness for consumers, the adoption of the Tarifa Branca associated with DG emerges as an alternative that balances economic and operational benefits, contributing to the mitigation of the adverse effects caused by the expansion of DG in the electricity system.
