Avaliação da parceria FNDE e IFES na execução do Programa Nacional de Alimentação Escolar (PNAE)

Resumo

The decentralization of education resources encounters obstacles in the state capacity of subnational entities to execute the programs. The federal government is unable to provide the technical assistance needed to compensate for implementation deficits. To correct the lack of capillarity and improve coordination with subnational entities, the National School Diet Program (PNAE) established partnership relationships with the Federal Higher Education Institutions (IFES), creating Collaboration Centers for School Food and Nutrition (Cecanes). Through focus groups, quantitative analysis of data on transfers and indicators of state capacity and socio-economic status of the municipalities, the text analyzes the model and assesses the possibility of replicating it for other programs. The results obtained indicate that the proximity to the assisted publics and the knowledge they have of the local particularities make it easier for Federal Higher Education Institutions to provide technical assistance and resolve obstacles that would make the program unviable in its conception, including negotiation between family farmers and municipal managers.
