Resumo
This article examines the actual crisis of the State and how possibly to outmatch it, particularly as concerns the State enterprises. The analysis is carried out from the starting point of the "regulatory school', where the State crisis is linked to one in the "regulatory Fordian way" The solution of such a crisis has its possibilities associated with a State reform which includes a new focus for the State 's missions and a new flexibility for its gestion. To that effect are important the introduction of innovative forms of administration centered on the user, control by objectives, managerial autonomy, responsibility for results, assessment of performance involving efficiency, efficacy and effectiveness. Conditions, as well as obstacles hindering such a reform in Brazil, are also researched and analyzed.
