Resumo

Objective: The objective of this Technical Report is to show the contributions of the INSS Integrity Office in the implementation of the agency's Integrity Program, and its impact on governance. Context and reality investigated: The INSS Integrity Office is part of the Federal Executive Branch's Integrity System, consisting of a General Inspectorate and eight Regional Inspectorates. As a sectional unit of integrity, it is the body responsible for coordinating, planning, executing and controlling investigation activities, applying penalties and integrity. As a member of the INSS Integrity Thematic Committee, its attributions include promoting a culture of integrity and preventing fraud and corruption. Diagnosis of the problem situation and/or opportunity: The structuring of the INSS Integrity Program was instituted in phases, through the publication of integrity plans. The first Integrity Plan covered the 2020-2022 biennium. The second Integrity Plan covered the 2022-2023 biennium. The current Integrity Plan is a three-year plan, covering the period 2024-2026. In this context, this is a reality under construction, with significant impacts for the institution and society. Analysis of the problem situation and/or opportunity: The INSS Integrity Program is a governance instrument and among its objectives is to ensure that its directors, employees, outsourced workers and other collaborators act based on values, ethical principles and standards based on efficiency and administrative morality, in line with the satisfaction of the public interest and sustainability. Proposals for innovation/intervention/recommendation: Among the suggested recommendations: Promote the recomposition of the workforce; improve technological infrastructure; strengthen consensual solutions with the implementation of the TAC; combat validity and reduce the incidence of prescription.
