Resumo
Purpose – This study aims to analyze the relation between the performance of the 50 municipalities that had the highest evolution of the IDEB in the final years of elementary education and of the 50 municipalities with less evolution in this same stage of education and the investments in education carried out in the years of 2015 and 2017. Design/Methodology - The research consisted of the analysis of the 50 municipalities that more and less evolved in the IDEB of the final years of elementary school between the years 2007 to 2017 that was considered the dependent variable. As an approximation to explain the difference between the performance of these municipalities, different explanatory variables, such as investment per student, number of students per class, number of daily classroom hours, percentages of municipalization of enrollments, percentages of federal government transfers in total municipality, socioeconomic level, percentage of teachers with adequate training, safety indicator perceived by teachers and principals and indicator of infrastructure focused on the safety of school units. The statistical methodology of multiple linear regression was adopted to determine the factors that most influenced the dispersion in the results of the IDEB. Findings – It was pointed out that the higher investment per student, better infrastructure conditions and security perception presented statistical relevance to explain the variance of the performance of the networks. Research limitations - The main limitation of the research refers to the use of indicators that may not be absolutely accurate, such as investment per student. In addition, because it is crosssectional, the study compares these networks in two periods, only what may limit the explanatory power of other intervening factors in the performance of public systems Practical implications - Studies such as this may contribute to the design of specific policies and seek to create mechanisms to improve public education systems for the final years of elementary education. Social implications - Analyzing the performance of public educational systems can contribute to creative solutions for their improvement. Education is key to a nation's progress and studies and research are key to better policy design. Originality - Studies applied to the final years of elementary education are still infrequent in Brazil’s academic history.
