Análise da evolução e dinâmica do gasto social federal1995-2001

Resumo

The expenses carried through for the federal government in social areas to the long one of the period understood between 1995 and 2001 had been measured and analysed, presenting it each year in value global and desegregated by Performance Areas, continuing the work originate by technicians of the Ipea. The results of this work show an evolution of the FSE with small macroeconomic priority. The fiscal priority was sufficiently irregular, having increase some moments and other moments that the fraction of the expenditure accomplishes destined the social area fell. Moreover, the federal government used sources of financing of the social expense in order to face the fiscal and financial disequilibrium. The expense seen by the optics of the Performance Areas shows a definition of priorities and emphasis that the most expenses set is compose by: Social Welfare; Civil Servant Benefits; Health and Education and Culture, with 90% of the FSE. In the relation of the FSE with poverty and inequality the effected comparisons had shown that the growth of the social expenses was not enough to diminishing the poverty and the inequality. It was verified that the expense was one of the responsible elements so that poverty and inequality did not increase, in view of the social picture of the period. Ahead to this scenario, some challenges are placed for the magnifying social politics. One of the most serious is related to the fact the edge for expansion of public revenues currently meets reduced to a large extent due to the growth verified in the tax burden. However, it is possible to think about the reorientation of the part of the public expense for the attendance of the social necessities of the Brazilian people, mainly of that part that is sterilized for remuneration of the public debt, especially in the payment of one of the highest interests of the present time. Beyond that, the parcel of the resources of the social contributions that is not destined towards social areas, should return to the financing this kind of area.
