Resumo
This study investigates how the Articulation of Indigenous Peoples of Brazil (APIB) mobilized communicational repertoires on Instagram throughout 2023 in its struggle against the Time Frame thesis. Drawing on a theoretical framework that brings together political communication, digital activism, and decolonial theories, the research proposes an analytical model. It adopts a case study approach with methodological triangulation, combining content analysis of APIB’s posts and analysis of 568 parliamentary speeches through topic modeling (BERTopic), while comparing both with the legislative trajectory of Bill 490/2007. The analysis revealed that APIB employed a sophisticated digital advocacy strategy, with repertoires centered on frames of original rights, historical justice, and environmental protection. The results point to a significant resonance between APIB’s narratives and a cohesive bloc of parliamentarians, demonstrating the movement’s capacity to shape the debate and strengthen its arguments within the institutional arena. However, the research also identified the consolidation of a powerful counter-frame by the ruralist bloc, centered on the notion of “legal certainty,” which imposed limits on the permeability of Indigenous narratives in parliament. The study concludes that Indigenous digital advocacy proved powerful for building legitimacy and organizing resistance, but its direct influence was conditioned by the structural power asymmetries of the Legislative Branch. This contributes to understanding the mechanisms of visibility, symbolic circulation, and the limits of Indigenous movements’ influence in sociotechnical environments.
