Resumo
Purpose – This study aims to analyze the viability of developing social management in the Attorney General's Office - AGU -, based on the essential characteristics of this management modality, as well as the contours and guidelines established by the governance of this organization. Design/methodology/approach – The research is characterized as a qualitative one, and it was guided by the dialectical method. The methodology used was content analysis, as defined by Bardin (2004). Formal acts of the AGU in force between February 2019 and February 2024 were analyzed, in addition to interviews being carried out with employees of this institution, using semi-structured questionnaires. Findings – This work identified characteristics of AGU management that indicate the prevalence of a strategic modality, although social management practices were also found, as well as a context favorable to the development of the latter. It also revealed that not all interviewees – who hold or have held management positions – interpreted the governance guidelines in the same way about providing greater social participation in the decision-making process. Furthermore, it was found that, although the development of social management in the AGU is viable, it is necessary to establish, in a formal and clearer way, guidelines regarding the valorization of social participation in its decision-making processes. Research limitations/implications – The study was limited to the period of five years prior to the beginning of the empirical research, which may have failed to include social management practices and records at other times. The limitation also occurred in relation to the interviewees, as, given the impossibility of conducting interviews with all AGU employees, it is possible that some practices were not mentioned simply because they were not known to the people selected. Practical implications – The applicability of this work consists especially in enabling AGU to clarify to the internal public, mainly managers, its orientation regarding social participation in decision-making processes. Furthermore, given the observation that there is little openness to participation from the external public, the AGU could work to increase it, since it was perceived that there is greater openness to this participation on the part of the current management. Social implications – Since this study set out to analyze the viability of social management at AGU and, in fact, verified it, its contribution to Society is clear, as it serves to increase the inclusion of Society in AGU's decision-making processes. Furthermore, social management aims to promote the common good, that is, to realize the interests of Society itself.
