Abordagens institucionalistas das parcerias público-privadasas experiências da Inglaterra e de Minas Gerais

Resumo

Public-Private Partnerships have been one of the pillars of the reforms of the state internationally. In Brazil, types of partnerships have been created during the course of the 90s, culminating with the approval of the law on Public-Private Partnerships, established with the objective of encouraging investment in infrastructure after the first stage of privatizations and concessions, under the inspiration of the British experience of Private Finance Initiative. The apparent similarity suggested by the best international practice, however, not rarely obscures historical and institutional varieties that influence the design of PPPs between countries, in particular the structure of incentives and credibility for long-term contracts. The object of this discussion is to inquiring how the institutionalist literature of different theoretical traditions - sociology, economics and political science - explains the interaction between the institutional environment and the structures of governance of these partnerships, modulating its features and influencing the results. After, describes, in the light of the British experience of partnerships, the deployment of PPP programme in the state of Minas Gerais, illustrating variables and assumptions drawn from the literature.
