Resumo

In the context of redemocratization, Brazil has entered a new period of institutional, social and economic changes. The scenario is that of decentralization of constitutional competences to the local level along with the expansion of the number of municipalities. In this context the transition of government in the country has taken place, and it is understood as the orderly passage of power. Regardless of its relevance, the theme has been still little investigated, especially at the local level, reiterating the opportunity of the research. This dissertation aimed at describing and analyzing the transition processes in Araraquara and São Carlos, which occurred in 2016. In order to do that, a qualitative study was carried out, while the results with have applied characteristics. Regarding its findings, the research is descriptive and exploratory, using the methodology of case study as a global technique (STAKE, 1998). Thirteen exploratory interviews (BARDIN, 2008) were carried out with authors and actors who had experiences or who had published studies on the phenomenon. The collection of primary data was carried out by conducting sixteen semi-structured interviews with the participants of the process being studied, while the secondary data were obtained from official sources, such as laws, minutes and reports. Documentary analysis was carried out on these documents and other documentary sources (BELTRÃO and NOGUEIRA, 2011). Besides, concerning the analysis of the primary data, a content analysis was conducted (BARDIN, 2008). The study aimed at contributing to the development of the sparse Brazilian academic literature on the transition of government, describing how the phenomenon occurred in the selected cases, as well as its characteristics, problems and possibilities.
