A sub-representação de mulheres negras nas câmaras municipaisum diagnóstico nacional

Resumo

This study aims to update data on the composition of Brazilian municipal councils based on the gender profile and racial self-declaration of elected people (white, brown and black) in the years 2020 and 2024. Furthermore, it seeks to analyze whether there was an increase in the number of black people elected among these elections, as well as verify whether the proportionality of this representation followed changes in the population composition by race and gender in Brazilian municipalities. For this, data on candidacies and electoral results made available by the Electoral Court were used, referring to the 2020 and 2024 elections, in addition to data from the 2022 Demographic Census, produced by the Brazilian Institute of Geography and Statistics, with the aim of characterizing the population profile. The results indicate that, although there was an increase in the number of black people elected between 2020 and 2024, representation remains disproportionate in relation to the population composition of the municipalities, with greater under-representation among black women. These findings reinforce the diagnosis of the persistence of racial and gender inequalities in Brazilian local politics.
