A regulação em múltiplas arenas e a política regulatória para o rol de procedimentos e eventos em saúde da ANS

Resumo

This work aims to describe the rules for creating and revising the list of procedures and events in supplementary health within the political and socioeconomic context in which it is embedded, as well as the disputes that have taken place through various arenas between the National Supplementary Health Agency (ANS) and other institutional actors over time. The work employs the methodological tool called the Policy Triangle Framework and adapts it to describe the regulations governing the list of procedures in four distinct and successive periods. We will examine how and in what way disputes between the ANS and the legislative, executive, and judicial branches have brought about significant changes in the defining rules of the procedure list in recent decades. This descriptive work, utilizing the case study method, aims to contribute to the understanding of the fragile and constantly evolving configuration of the rules for creating and revising the mandatory procedure list in supplementary health in Brazil.
