Resumo

Purpose: The main purpose of this study is to investigate the perception of the Attorney for the National Treasury on the importance of soft skills for the consultancy and legal advisement functions in general coordination of the central body of the Attorney General´s Office for the National Treasury (PGFN). Design/Methodology: A descriptive and qualitative research, with semi-structured interviews with Attorneys for the National Treasury working on PGFN's central body, and document analysis. The content analysis was the chosen technique to interpret the data and observation, due to the experience of the researcher in PGFN over the past 13 years in the general coordination offices of the PGFN's central body. Findings: From the primary and secondary data collected, it was possible to extract the importance of soft skills to optimize the performance of the Attorney for the National Treasury for the consultancy and legal advisement functions, in view of its strategic role in the formulation and development of public policies, in which it needs to be aware of its role in making the interests of political agents, materialised by public policies, compatible with the legal system. Communication, teamwork, problem solving, emotional intelligence, systemic vision, responsibility, courtesy, self-knowledge, respect, integrity (ethics), resistance to pressure, flexibility and networking were identified as the soft skills most needed to optimise the Attorney for the National Treasury performance for the consultancy and legal advisement functions. It emerged from the research the organisational challenge related to the internal organisational communication, by the organisational feedbacks. Research limitations: As the focus was the consultancy and legal advisement performed by Attorneys for the National Treasury working on general coordination of PGFN´s central body, there may be limitations for replication in similar organisations.
 Practical implications: It is hoped that this study can contribute to the debate on a current and priority theme for public organisations. In the context of the PGFN, the research can improve the diagnosis of individual behavioral competencies initiated, guide the diagnosis of managerial behavioral competencies, a strategic theme for the PGFN, contribute to the implementation of competence-based management, notably competence-based allocation in its central body, in addition to the improvement of organisational communication, by organisational feedback and the development of the Attorney for the National Treasury in an environment of technological change, innovation and complexity of public policies. Social implications: Awareness of the importance and development of soft skills in the environment of public organisations may provide the construction of public policies and/or guide the organisational communication, by the organisational feedbacks and the implementation of management by competencies, notably actions for the development of people in the organisation in which an adaptation process to technological changes and innovation that impact the public administration is ensured. Originality: Research on the importance of soft skills in the environment of public organisations and in Brazilian law is little explored, which is why the work aims to raise awareness of Attorneys for the National Treasury about the future of the exercise of consultancy and legal advisement.
