Resumo
The purpose of this article is analyzing the so-called "new regionalization" of the government of the state of São Paulo for the implementation of regional units (metropolitan regions, urban agglomerations, and micro-regions) in face of the paradigm of full management. In addition, the essay discusses the compatibility of São Paulo actions with the national model of the Statute of the Metropolis. For this purpose, the integral management is analyzed as a legal-institutional category and a structural/final mode. Furthermore, and in a comparative way, this article discussed the internal and external coherence of the São Paulo initiative with the paradigm, highlighting the criterion of civil society participation in processes and organisms. In relation to the methodological aspects, the investigation is qualitative, exploratory and descriptive. The use of secondary data has occurred from various sources, such as documents and bibliographic publications. As a result, it was found that the São Paulo model of structuring interfederative governance in regional units, both the one in force since 1994 and the project presented in 2022 called "new regionalization", are deficient in terms of participation of civil society and municipalities. autonomy. It is concluded that, despite São Paulo's recent effort to adapt to the paradigm of full management, the discredit of the participationist culture and the concentration of powers in the hands of the state entity for the definition and instrumentalization of regional interests continues.
