Resumo

The dissertation "New Regionalization of São Paulo: Governance, Participation, and Financing" highlights the need for and pathways toward a new regionalization of the state of São Paulo. In light of Complementary Bill (PLC) 14/2022, the text addresses the territorial reorganization of the state. The proposal, seeks to tackle historical challenges of regional inequality and promote a more decentralized and efficient public administration. Through the creation of new regional units, the structuring of Development Councils, and the implementation of Integrated Urban Development Plans (PDUIs), the study presents a vision of territorial planning that prioritizes social cohesion, sustainability, and citizen participation. The study reflects a constant dialogue between theory and practice, analyzing the technical and legal advancements in the field of regionalization and the challenges encountered during the construction of São Paulo's model. The dissertation emphasizes the importance of financing mechanisms, such as the Metropolitan and Regional Development Fund, and participatory dynamics, such as public hearings, which are crucial to ensuring the feasibility and legitimacy of the project. These elements are presented as indispensable tools for consolidating a modern model of territorial governance aligned with regional demands. The dissertation positions the new regionalization as a strategic foundation for public policies, strengthening regional integration and reducing socioeconomic disparities in the state of São Paulo. More than an administrative reorganization, the proposal represents a commitment to the future, capable of transforming the relationship between the State and its territory while expanding the public administration's capacity to respond to societal demands.
