Resumo

This study investigates the reasons why Indigenous identity is not formally and structurally recognized within Brazil’s civil identification infrastructure, despite the significant increase in Indigenous self-identification in recent demographic censuses. The research combines a bibli-ographic review, normative analysis, examination of statistical datasets, and interviews with Judiciary and Federal Executive agencies, focusing on the informational flow that connects the Civil Registry of Natural Persons (RCPN), the National Civil Registration Information System (SIRC), and the primary administrative identification databases. The results highlight the ab-sence of structured fields for recording “race/color” and ethnicity in birth records, the lack of interoperability among RCPN, SIRC, SIASI, CNIS, and CBC, and the resulting impossibility of formally incorporating Indigenous belonging into federal administrative systems. This gap produces registral invisibility and limits the effectiveness of public policies in health, social protection, education, and affirmative action. Based on this diagnosis, the study proposes the creation of an Inter-Institutional Working Group (GTI) aimed at advancing normative standar-dization and technological integration between the Judiciary and the Executive Branch: CNJ, SESAI/MS, Funai/MPI, MGI, and other strategic bodies. The study concludes that the structu-red inclusion of Indigenous identity in the National Identity Card is a necessary condition for ensuring self-determination, documentary recognition, and equitable access to rights.
