Resumo

The State of Rio de Janeiro is responsible for the conservation of the biodiversity in Ilha Grande, owned by the municipality of Angra dos Reis (RJ), fulfilling this function through the State Institute of the Environment (INEA). Considering the budgetary challenges, the State of Rio de Janeiro intends to establish a partnership with the private sector in order to ensure greater infrastructure on the island and environmental preservation programs. Through the Sub secretariat of Partnerships of the State of Rio de Janeiro, the state government published a Brazilian unsolicited proposal procedure (known as PMI that calls for “Expression of Interest” from the private initiative) to structure a Public Private Partnership (PPP) project in Ilha Grande. Due to the lack of prior dialogue with the local population, the PMI was suspended by the State of Rio de Janeiro itself after several protests from the local population. The Public Prosecutor's Office (MPF and MPRJ) recommended that, if the project was resumed, the State of Rio de Janeiro should ensure ways for society to participate in the modeling of the project. Therefore, the present case study presents the discussion about the importance of dialogue in administrative decisions and a reflection on the advantages and disadvantages in contracting through PPP.
