A desterritorialização de atividades como um instrumento de governançaum estudo de caso da Procuradoria-Geral da Fazenda Nacional

Resumo

Objective - This study aims to understand the contribution of the deterritorialization project (DT) as a public governance instrument to achieve the institutional mission of the Attorney General of the National Treasury (PGFN), from the perspective of the managers responsible for implementing the DT of activities within the scope of the Regional Attorneys of the National Treasury. Methodology - The methodological approach used was descriptive and qualitative. Based on semi-structured interviews and documentary research, it was possible to understand the origin, form, structure, concepts and rules of governance related to governance and deterritorialized
 work, as well as the institutional and organizational development of the PGFN in relation to its regional units and its management. For data interpretation, the content analysis technique was used.
 Results - The research was able to identify that the DT of activities has characteristics that help the PGFN in the public governance process, insofar as it improves and strengthens all the elements that guarantee the generation of public value. The PGFN's institutional mission dialogues with the dimensions of the public governance chain, which were evidenced through the characteristics of the deterritorialization project. Limitations - The study was limited to the scope of the regional units of the PGFN, in order to
 guarantee greater uniformity to the research findings, since the implementation of the DT in the regional units is the largest dimension that the project has reached until the present date within
 the structure of the PGFN. Application of work - It is hoped that this work can contribute to the improvement of the public
 service provided, detailing the benefits and opportunities for improvements in the new work organization, from the perspective of public governance and the TD of activities, which has also been a reality in other bodies. of the Attorney General's Office. Contributions to society - Awareness of the importance of DT of activities in the environment of public organizations can improve the provision of services to society and, consequently, the delivery of public value. Originality - The investigation into the importance of DT of activities for the generation of public value in the context of Brazilian public administration is little explored, which constitutes one of the contributions of this work.
