Resumo
Purpose - This dissertation investigated the influence of the pedagogical function exercised by the Federal Court of Accounts (TCU) and the State Courts of Accounts (TCEs) in mitigating the decisional insecurity of public managers, especially the phenomenon known as "decisionmaking paralysis," characterized by hesitation or omission in decision-making motivated by fear of administrative liability. Design/Methodology - Through a qualitative, exploratory, and descriptive approach, the research analyzed the perceptions of public managers through electronic surveys, incorporating the regional and experiential diversity of the participants. Findings - The results show that the educational actions promoted by the Federal Court of Accounts and also the Courts of Accounts of Piauí, Maranhão, Amazonas, and Pará, including training, courses, manuals, technical guidelines, and virtual platforms, are recognized as essential instruments for improving public management. Managers report that these initiatives provide greater legal certainty and technical support, contributing to a reduction in the culture of fear and decisional hesitation. However, the research also reveals inequality in access to training, insufficiencies in normative clarity, and demands for greater capillarity and regional contextualization of pedagogical actions. Additionally, a persistent institutional tension was identified between the traditional punitive culture and the transition to a model oriented towards learning and cooperation. Research limitations - The final sample consisted of 12 respondents, a reduced number compared to the 150 initially selected invites. Although the number of participants was limited, the data collected provides an initial and illustrative view of the phenomenon investigated. Practical implications - This work demonstrates that expanding the educational function, coupled with a more cooperative and less repressive approach, strengthens public governance, promotes well-founded technical decisions, and helps prevent corruption. Social implications - The research indicates a need for greater clarity and transparency in regulations, the development and continuous provision of accessible educational materials, the diversification and expansion of guidance channels, and the encouragement of effective participation by the heads of departments. Originality - The research proves to be innovative insofar as it demonstrates that decisional uncertainty can also occur internally within the Courts of Accounts.
