A contribution to the designing of public policies concerning the environment

Resumo

Starting from the notion that an uncontrolled economic development is actually the cause of unbearable pressures over natural ecological systems - that is, of crucial tensions upon Nature - a question such as: "durable development or quality of life?" has been asked, in an effort to clarify the real nature of said tensions. That line of thought served as basis for the elaboration of a complex set of references, in which were established four distinct fields of meaning and/or action for public policies focussing the environment, being clearly stated that such policies must necessarily be plural and differentiated in their character. Once well defined those conceptual fields - or contents - as to their specific nature, the study tried to visualize them in a concrete situation, thus being examined the program-budgets on the Prefeitura Municipal de Campinas (Campinas Municipality) for a period of 13 years. The scruting permitted a preliminary assessment of the intended expenditures and/or of the political preferences that prevailed in the municipality, as concerns the question of environment.
