Resumo

Purpose – This study aimed at identifying how institutions can evaluate the contributions of management training programmes in the Brazilian basic education. Methodology – A case study method was used, testing the theory created by Grohmann and Kauffeld (2013), based on Kirkpatrick's (1959) widely-known theory to evaluate a blended learning course of Educational Management. As a method of evaluation, a structured questionnaire was used for a quantitative analysis, content analysis and semi-structured interviews to deepen the complex data that influence the evaluation of the training course. Findings – The framework created by Grohmann and Kauffeld (2013) has proved appropriate for the evaluation of training programs, however the context and experience reports are important for the triangulation of data. The main results identified by the questionnaire, in turn, point to the indicate a positive evaluation of the short-term indicators,
 with data such as age, schooling and location as determinants; a neutral long-term evaluation, with data such as job position and location as determinants; and the need for more in-depth, long-term and continuing professional development courses that address practical situations in everyday school life, such as financial management and the adequacy of content based on
 the level of experience of people in education managerial positions. Research limitations – The scales of short and long-term measures could not be measured at different times, which may cause correlation between them. The sample was given for accessibility, and could compromise the index of confidence of the data for purposes of
 generalization of the results. Practical implications – As a strategy, the teaching departments and sectors tend to invest in management training courses. However, assessing these training courses tends to be expensive, time-consuming and based on data either too simplistic or too complex to measure. It is important to evaluate these strategies to identify whether they are turning management into results. Social implications – The indicators of the Brazilian basic education are extremely worrying. Data from the Basic Education Development Index (Ideb), for instance, present challenges regarding learning, flow of students and a distortion between students' grades and age. This project is based on the grounds that the role of school managers and principals is one of the main factors for changing this scenario. These managers and principals, in general, consist of teachers who take over the position without proper managerial knowledge. Originality – There are a number of studies about the role of the school manager, their profile
 and their correlation with student learning, however no specific study on the practical evaluation of school management training was found in the State Department of Education of Rio de Janeiro.
