A Atuação internacional de cidades pequenasum diagnóstico do potencial internacional da cidade de Marau, no Rio Grande do Sul

Resumo

Paradiplomacy may be characterized as the international activity performed by subnational governments, such as cities and states. The international action of cities, despite offering great means to strengthening public policies, is still concentrated in the large cities, where technical capacity and international activity are more present. However, Brazil is a country of small towns: of the 5,568 Brazilian municipalities, just over 600 exceed 50 thousand inhabitants. If the effects of international relations are increasingly more present in citizens’ everyday life, why are subnational governments’ international actions still so concentrated in large cities? This paper aims to analyze the possibility of an institutionalized international engagement by a small town, based on a study case for municipality of Marau, located in the northwest of the State of Rio Grande do Sul. Following the approach proposed by Daniel Villarruel, the structural and functional elements of the city are analyzed, as to find the international local interest, that is, the local international potential based on the observed opportunities as well as the geographical, legal, and political limitations.
