Resumo

This article analyzes the Brazilian Metropolitan Regions (MRs) with focus on funding of public functions of common interest, resulting from regional urban planning. The history of formal constitutions of the MRs is presented such as the different approaches to metropolitan management from the 1960s until the promulgation of the law called Metropolis Statute (2015). The main sources of costing resources of metropolitan management are analyzed, as well as the difficulties of funding, the imbalances of the inter-federative budget distribution and the political conflicts that hinder the implementation of cooperative arrangements. To illustrate this research, we present the evolution and development of the Belo Horizonte MR, which has become a reference for inter-federative governance in Brazil due to the democratic process of producing its Development Plan (2011) and to the technical and political management arrangements.
