Resumo
This article deals with a much neglected aspect of urban politics and urban policy in Brazil: the political-institutional aspect. In the last thirty years or 80, a radical process of urbanization has led Brazil to become an urban country/society. This process, however, has been analyzed mainly through an economical approach, which has (in a certain way) neglected the relationship between territory and power and has overviewed the emergence of a new and different territorial matrix of the National State. That being 80, this article attempts to follow recent approaches more concerned with the political-institutional aspect and thus brings about a contribution which may enlarges and deepens the debate in the field. It is still a preliminary and exploratory move and further efforts must be carried out. Nevertheless, it certainly brings about new lights and opens up new paths by arguing mainly that Brazil has experienced a “generalization of the urban" and that this phenomenon is still opened to modem, multi-theoretically oriented, investigations.
