Resumo

This text analyses the dynamics involving the execution model followed by PAC – Brazil’s Growth Acceleration Program (an infrastructure development program launched in 2007), the way its project portfolio has been expanded in time, and program results, in terms of improving the State capabilities to deliver such projects. A mixed approach has been followed, based on a comparative historical analysis of similar programs launched since the nineties in Brazil; a detailed case study of the program execution model; the development of a typology to group the different areas added to the program in time; a comparative analysis of the budget expenditures (actual vs. planned) for projects inside and outside the program; and interviews with civil service staff involved in running the program. It turns out that PAC was a breakthrough, compared to previous programs – a situation made possible by improvements in the State finances as the program was launched, and the willingness of the government at the time to increase public spending. The execution model adopted by the program has increased the capacity of line ministries to deliver, while the instruments used to handle delivery hindrances – notable among them the so-called “situation rooms” – were helpful, allowing for an improvement in the budget execution rates, compared to previous plans. On the other hand, the execution model has allowed for the entry of a relevant number of projects which had not enough maturity to be started – what led to various problems in their implementation. The increase in the number of areas covered by the program in time has stripped it of the priority character that it had at start, and there’s been a lack of concern for the long-term budget implications of the growing portfolio – a situation that has led to the pulverization of budget allocation and growing delivery delays – particularly in a situation of fiscal hardship such as the current one. As a conclusion, it’s clear that the instruments adopted within PAC to ease the budget execution were successful, but the project selection process needs to be overhauled, as well as the planning and budget tools used to handle infrastructure projects.
