Resumo

Purpose – This study intends to investigate how public transparency, both active and passive, and the accountability of preventive and repressive corrective activities carried out by the Internal Affairs Division of the National Water and Basic Sanitation Agency of Brazil, realized in the period between the second half of 2022 and August 2, 2024, are conducted. Methodology – The research adopted a qualitative approach through an intrinsic single case study, aiming to explore and describe the specific case under study, with predefined boundaries but maintaining flexibility to answer the research question. Primary and secondary data were collected from the National Water and Basic Sanitation Agency of Brazil and the Office of the Comptroller General (CGU), through both active and passive transparency, for purpose of data source triangulation, textual, documentary and content analysis to understand and describe the research results and inferences, addressing a still underexplored phenomenon. Findings – The analysis of the researched data and the resulting inferences allowed the conclusion that the Internal Affairs Division of the National Water and Basic Sanitation Agency of Brazil, as an agency of accountability, while respecting confidentiality and secrecy rules, conducts vertical accountability of its corrective activities and ensures effective transparency, internally (upwards and downwards) and externally, in accordance with the theoretical framework and beyond what is required by the current legal framework. In the activities of the corrective procedure, transparency is realized in the attribution and management of confidentiality or conditionally on a need-to-know basis until the conclusion of the corrective procedures. Once these procedures are concluded, event transparency and transparency in retrospect are realized. Some minor adjustments were found to be necessary. Practical Implications – Understanding how the Internal Affairs Division of the National Water and Basic Sanitation Agency of Brazil ensures public transparency and accountability of its corrective activities, including consultations through event transparency to the Brazil´s Office of the Comptroller General (CGU), allowed, during the research, the improvement of its internal control mechanisms and adjust it based on the results obtained, including the internal development and provision of a panel with statistical data on corrective procedures. Social Implications – This research allowed a better understanding of the phenomenon of public transparency and accountability in corrective activities within a sectoral unit of the Federal Executive Branch's Correctional System, serving as tools to promote incremental improvements in the democratic spectrum and to fight against corruption within the federal public service of Brazil. Originality – The research, focusing on the phenomenon of transparency and accountability in corrective activities, which are still underexplored, contributes to shedding light on issues shrouded in secrecy and confidentiality that are of public interest and may provide improvements in combating illegalities and administrative infractions, mitigating or preventing damage to public administration.
