Resumo
Objective: The objective of this study is to conduct an analysis of digital public services and the reduction in the workforce of federal employees, aiming to provide insights that allow us to understand the extent of digital transformation in the context of the Brazilian State. Based on this analysis, we sought to assess how digital transformation influenced the need to recruit and replace public employees, potentially altering, qualifying, and reinforcing the importance of this aspect. Methodology: The chosen methodology was quantitative research, from which it was possible to extract data from government portals and databases, in addition to carrying out hypothesis analysis. Results: Digital transformation had a significant impact on the services offered to citizens between 2019 and 2022. During this period, there was a fundamental change in the way the government interacts and provides services to citizens, driven by the adoption of modern technologies and the digitalization of processes. At the same time, the government at the time adopted a strongly contractionary personnel management policy with regard to public exams, salary increases, and replacement of personnel due to retirements and the attraction of the private market. Therefore, one of the main consequences of this digital transformation was the improvement in the efficiency and accessibility of public services. With the implementation of online platforms and mobile applications, citizens were able to request a wide range of services without having to physically travel to government agencies. Limitations: The research carried out was limited to the federal sphere in the period from 2019 to 2022, emphasizing the actions of the government in power at the time in the context of digital transformation and the workforce. Furthermore, the scope of the number of digital services analyzed was restricted to the services offered by the federal government's automation platform, whose data for analysis were available and organized. Practical contributions: The study investigated the lack of replacement of public servants between 2019 and 2022, whose real impact on the availability, quality and efficiency of digital public services offered to citizens were analised. This analysis allowed us to understand how the reduction in the number of public servants can influence the State's ability to maintain and improve its digital services, which are increasingly essential to the population. Social contributions: The reduction in the number of public employees is a reality faced by government management cycles, which requires a reorganization and optimization of internal processes to ensure the continuity and quality of services provided by the State. Originality: The analysis between digital public services and the reduction of the workforce, in the pre-and-post pandemic context, is still an innovative and little explored subject.
