Resumo
The purpose of this article is to present an analysis of the social costs attached to the payment of Latin America's foreign debt. To do that, it starts by trying to understand the nature of the present economic crisis, reaching the conclusion that the indebtedness of the regional economies is in itself a modem manifestation of their dependence in relation to necessities of accumulation of central economies. The writer sees the social legacy of Latin American development, experienced up to the '70s, characterized by the prevalence of social policy systems extremely unequal, unjust and corporativistic and, taking the health sector as a sample, she stresses the enormous social debt continentally accumulated during the aforementioned period. Thus, the payment of the foreign debt will have consequences affecti.ng differently - directly/indirectly; mediate/immediately - a social panorama already pregnant with numerous wants. The effects of present policies are assessed in terms of income, labour market, consumption, financing and social cost, sanitary indicators and, finally, of their impact upon the management of social policies.
