The pursuit of a new security model for the Western Hemisphere

Resumo

In this article, the author shows that the existence of nuclear weapons meant that security problems were dominated by the development of deterrence and anns control theories during the Cold War period. The preservation of military stability was of suchoverriding importance that it superseded all other considerations. The article discusses the new world order that determines the conditions under which military force might be used, and the manner in which conflict might be avoided. lt indicates how the USAintends to restructure its security strategy and, at the same time, intluence Latin American policies. The last part of the article presents some paths foreseen by the author for Latin America·s security policy.
