The financing of social programsdilemmas and perspectives

Resumo

This article deals with the diversification of the financing mechanisms of the Brazilian social policy. The financial constraints on the fiscal resources have generated a multitude of funds which are originated from the so called social contributions and are allotted to specific sectors. These resources represent today almost the same amount as the fiscal budget of the federal government. The results of the pattern that was drawn up in the last decade are: the impossibility of sustaining the level of expenditures, the strenghthening of the restrictive character of most part of the programmes and the excessive centralization of the making process and of the financial management. The last part of the article discusses the possibility of surpassing the deadlocks, given a new stage of the political process and, particularly, the opportunity presented by the elaboration of a new Constitution for the nation.
