The expansion of the public burdens at the state levelthe case of Paraná

Resumo

Although the Authors start from a sectional approach to the problem, formulating an ample description of the expenditures of the public sector in Paraná, which are the cause of an exaggerated increase in the attributions ascribed to the sector, their intention is to contribute to a better understanding of a problem that has been worrying all federative units: whether or not it is convenient to establish a clearer division of public responsibilities between levels of government. With a view to facilitate their explanation, they initially analyze the expenditures of the Centralized Administration, their evolution and composition, and from there they proceed to an analysis of expenditures corresponding to the Indirect Administration, by means of a comparative appraisal between the three administrative levels and of an examination of consolidated expenses. They reach the conclusion that the absorption of new responsibilities has had a significant role in expanding public expenditures in Paraná, fact that was followed by an administrative decentralization which is answerable for the transfer of the majority of new responsibilities to the Decentralized Administration (especially to the entrepreneurial sector).
