Resumo
It is proposed that the direct interaction between citizens and government officials - the "public encounter" - be studied in much greater degree in Third World countries. Government's attempts to improve the life of national populations are always handicapped unless its legitimacy is earned through popular satisfaction with its efforts. Hence the delivery stage or action point of administration vis-à-vis individual citizens should be included as a site of efforts to achieve national development. The article discusses the significance of this focus for research, surveys existing literature on the subject, and explains known methods for studying it so that indigenous researchers can apply them within their individual cultural milieus. Brazil's current debureaucratization program suggests our nation can be on the forefront of such research.
