Terceirização e contratação temporária na atividade-fim do INSSanálise da legalidade e eficiência administrativa na carreira do seguro social

Resumo

Purpose - To analyze the legality and efficiency of outsourcing and temporary hiring practices in the core activities of the INSS, in light of Brazilian legislation and a review of existing literature. Methodology - The research was developed using a methodological approach based on bibliographic review, documentary research, and content analysis. Results - The analysis indicated that outsourcing and temporary hiring at the INSS, although justified as management measures, present serious challenges, including job insecurity, compromising the continuity and quality of public services. Limitations - The research was based on available data and literature, which may limit the generalizability of the results. Future case studies and empirical analyses may complement the conclusions presented. Applicability of the work - The results may contribute to the formulation of public policies that strengthen the regulation of outsourcing and temporary hiring, protecting workers' rights and the quality of public services. Contributions to society - Provides a critical analysis of personnel management practices in the public sector, highlighting the importance of policies that ensure administrative efficiency and morality in hiring. Originality - Better understanding of the challenges faced by INSS and the proposition of practical solutions to improve the efficiency and quality of services.
