Social participation in 20 years of the regulatory process of the Brazilian Health Regulatory Agency (Anvisa)

Resumo

This research deals with the mechanisms of social participation that Anvisa has developed in different initiatives of interaction with society in 20 years of its regulatory process. Through a qualitative approach, the quality and effectiveness of participation in the view of regulators, regulated and consumers were investigated. The results include the interviewees' perception of the actors' degrees of interest, the effectiveness of the mechanisms, the isonomy of treatment by Anvisa and the strategies to influence the agency's decisions. The findings are related to aspects of Anvisa's de-insulation, the tendency to institutionalize participation and the consequences of the use of mechanisms by different actors. This article provides an unprecedented broad view of Anvisa's mechanisms of participation, and its effects over two decades on the democratization of the agency's decision-making processes.
