O estigma da prática do lobby

Resumo

The article "The Stigma of Lobbying Practice" examines the practice of lobbying in Brazil and the distorted view of this activity, often seen with suspicion and associated with negative connotations such as corruption and influence peddling. Despite this stigma, the practice of lobbying plays a crucial role in representing interests to the public authorities and in the functioning of democracy. The study seeks to explore the historical, cultural, and social roots of the stigma associated with lobbying, understand how these perceptions impact the regulation and practice of the activity in Brazil, and highlight the positive role that lobbying can play in promoting legitimate interests and in the formulation of public policies. The methodology used is the Narrative Review, which provides an overview of the topic with a broad understanding of the subject, without the rigidity of a systematic review. The article traces the evolution of lobbying in Brazil from the imperial period, through the military dictatorship, to the present day, highlighting the various attempts to regulate the activity. Since the 1980s, there have been several regulatory initiatives, such as Senate Bill No. 25 of 1984, which aimed to provide more transparency to the actions of lobbyists. The stigma associated with lobbying in Brazil negatively affects public perception and the regulation of the activity. This negative view prevents many non-profit organizations from engaging in the political process, leaving the field open to less transparent interests. The article concludes that, despite the stigma, lobbying is an essential tool to ensure that diverse voices are heard by decision-makers, contributing to the formulation of fairer and more equitable public policies. The study highlights the need for a more transparent and ethical practice of lobbying to challenge negative conceptions and promote a more informed debate about the role of lobbying in society.
