Sistemas de comprasa lei de licitação e a função compras da empresa privada

Resumo

This study deals with purchasing systems in Brazilian private and public organizations. Initially, it analyses the purchasing function in private companies. The analysis is divided into two segments: traditional purchasing and just-in-time purchasing. Afterwards, the procedures observed in the public sector purchasing system are studied. They are disciplined by Federal Law 8.666/93 (Bidding Law and Public Administration Contracts). Finally, it describes a comparison between the two models. This comparison shows the objectives' distinction (only the public purchasing search for the equality among the suppliers) and the difficulties of the public sector in fulfilling the goals of efficiency, which are presently achieved by private company in purchasing and supply management.
