Resumo
After selecting and analyzing some significant elements in the theories of planning, programming and budgeting, the author tries to establish a few terms of comparison with elements of the Short Term Planning/Performance Budget Model, presently being adopted by State owned Health Companies. From an evolutionary perspective of budgetary theories and techniques, the writer concludes that the aforesaid model may be considered an up-to-date, modern and "last generation", mechanism, obviously to be improved with the passing of time, and inasmuch as this improvement may be deemed necessary and recommended by the lessons of experience. However, as concerns those wishing to dedicate a more extensive thinking over the model, the author suggests some aspects which could perhaps justify additional attention.
