Notes about the relevance of the drafting a new constitutional text for the effectiveness of democracy in Brazil

Resumo
The author discusses here some significant factors which, in his opinion, affect the future Constituent Assembly, as well as Brazilian democracy and stresses, among them: the way the national economy is inserted within the context of international capitalism, the country's development stage and also the structure of social relations which has prevailed throughout its history. Beside a few other aspects, the author thinks that it is necessary to discover and institutionalize truly Brazilian forms of social organization and participation, in order that an excessive personalism can be avoided and an "objective responsibility" can be secured to all persons detaining authority and invested in a public position.
