Resumo
Purpose – The main objective of the study is to analyze the implementation of the National Traffic Death and Injury Reduction Plan (PNATRANS), based on the perceptions of formulators, specialists and executors, about the barriers and the success factors for implementation. Design/Methodoly - The work methodology has a mixed, qualitative and quantitative approach and the analysis included the triangulation of the collected secondary and primary data. The primary data were obtained from interviews and the application of an electronic questionnaire, and the secondary data from requests for information from institutions via the access to information law. The analysis of qualitative data (interviews and responses from institutions) occurred through content analysis complemented with descriptive statistics. Quantitative data were analyzed using statistical tests to assess dependencies and correlations and correlations between variables. Findings - As a result of this research, there is an analysis of the implementation of PNATRANS, with the identification of the determinant aspects of success factors and barriers to the implementation of the policy. The results indicated a relationship between policy support, commitment and leadership aspects and demonstrated that barriers and success factors were distinguished from the perspective of different actors, varying according to their position (formulators, executors and specialists) in the implementation process. Limitations - This research explored the perception of PNATRANS formulators, specialists and implementers at the federal and state levels, not considering the actors at the municipal level, in view of the short term for data collection and analysis, coupled with the fact that states are responsible for collecting and managing data from their municipalities. Practical Implications – The approach of this work is comprehensive, since it has the view of multiple actors, contributing to the understanding of the success factors and barriers to the implementation of PNATRANS. In addition, the data obtained can be applied to promote practical improvements in the policy in a timely manner, since the policy is valid for ten years and is still in the beginning, in addition to being a monitoring mechanism and contributing to accountability and transparency of the policy in analyze. Social Implications – The research is an analysis of a little discussed and socially relevant policy, since the number of deaths in traffic accidents is alarming, drawing attention to the subject. The dissemination of the results brings together those interested in politics, paving the way for discussions between all those involved (policymakers, executors, society). Originality - The analysis of the implementation of policies aimed at road safety in Brazil is limited, and this research addresses a recent policy, being a pioneer in this field.
