Resumo

Based on a paradiplomatic structure developed throughout the 1990s and 2000s, the São Paulo state (SPS) began to increase its relations with China, in convergence with the strengthening of Sino-Brazilian relations at the subnational level. However, with the Bolsonaro administration (2019-2022), the SPS clashed with the federal government, including its paradiplomatic relations, which developed in conflict with Bolsonaro’s Brazilian Foreign Policy and exacerbated with the covid-19 pandemic, leading the SPS to carry out paradiplomatic actions not only in the commercial area, but also in the sanitary and political ones, in opposition to the federal government. With the end of the pandemic, and the 2022 elections, the SPS is currently governed by a politician from the bolsonarist side. The article aims to investigate the convergences, clashes and perspectives of São Paulo state’s paradiplomacy with China, the country’s largest trading partner and strategic partner in several areas, in order to understand how São Paulo state’s international relations have been based on the cooperation/conflict key with the Union, with China as its focus.
