Resumo

This article presents a systematic literature review on regulatory sandboxes, with emphasis on their application in the transport and mobility sectors. Although the instrument has spread rapidly since its introduction in the United Kingdom’s financial sector in 2015 – with initiatives now encompassing areas such as energy, health, telecommunications, and transport – academic research on its application in infrastructure remains fragmented and limited. To address this gap, the study combines bibliometric analysis with a qualitative review of the literature indexed in international academic databases, complemented by documents obtained through active searches in reference centers and specialized institutions. The results indicate that regulatory sandboxes in the transport sector have been used primarily as mechanisms to reconcile technological innovation with regulatory safety, particularly in areas such as autonomous vehicles, aviation, urban air mobility, electric charging infrastructure, and road concessions. The literature identifies institutional and legal adaptation, stakeholder coordination, robust governance arrangements, and regulatory safeguards as key conditions for effective implementation. The article concludes that, although promising, regulatory sandboxes require stronger empirical evidence regarding their impacts and closer integration with regulatory governance frameworks.
