Resumo

In this research thesis, I have sought to understand the phenomenon of responsibility in the field of the Brazilian federal public office. Based on the premise of the existence of a structure of underlying relationships to observable reality, I conducted an investigation the scope of which was to reveal under what conditions the logical relationships between the formal system of responsibility and the effective practices and strategies in the Brazil federal public service are articulated. The methodological option I adopted as a benchmark in the research process was a qualitative approach of a structuralist nature. The epistemological bases that I used as the structure for the study were those of the first structuralism of Levi-Strauss and the praxeology of the constructionist structuralism of Pierre Bourdieu. The development of the research was sub-divided into three phases: i) the construction of a theoretical model derived from logical reasoning; ii) empirical research; and iii) interpretation. The collection and processing of empirical data was conducted by a triangulation of techniques, namely analysis of information obtained through semi-structured interviews, analysis of quantitative data, and direct observation. In the interpretation phase, I sought to examine data from a different standpoint than that with which we normally observe objects investigated, i.e. beyond the theoretical and methodological guidelines used in studies related to public administration. I concluded – and that is the thesis advocated here – that the apparent structure of responsibility in the field of public office conceals a covert underlying structure for the safeguard of prerogatives. The strategies of agents in the field contribute to the propagation of a morality that ensures the perpetuation of privileges and advantages.
