Resumo

The increasing frequency of extreme weather events in Brazil has exposed structural vulnerabilities within the national electricity sector, undermining the continuity of energy supply and the security of critical infrastructure. Although reliability remains a central element in the sector’s operation and regulation, it has proven insufficient in the face of large-scale and long-duration failures, such as the floods that affected Rio Grande do Sul in 2024. In this context, the concept of electrical resilience becomes essential, as it encompasses the system’s ability to anticipate, absorb, adapt to, and recover from adverse events. This dissertation examines the concept of resilience and the ways in which it can be incorporated into the regulatory framework of the Brazilian electricity sector. Based on a literature review, conceptual models, and the application of the resilience triangle to the case of Rio Grande do Sul, it argues that the current regulatory structure provides limited incentives for the adoption of resilience-oriented strategies. The study concludes that fostering resilience requires a regulatory transformation that goes beyond the paradigms of reliability and economic efficiency, involving adaptive planning, technological innovation, and new forms of governance capable of strengthening the system’s capacity in the face of climate change and future crises. Furthermore, it emphasizes the importance of adopting international practices, such as the creation of securitization mechanisms aimed at financing preventive and recovery measures in the electricity sector.
