Resumo

The paper discusses the contributions of different political and social actors regarding advances and/or setbacks to the democratization of legal access to land for low income communities. In order to do so, it takes as study cases two settlements: Vila Esperança in São Goncalo County, and Engenho Velho in Itaborai County, both in the State of Rio de Janeiro. Both settlements occupy public land, and their land regularization processes remain unfinished and evolve in different pace. Bureaucracy in local decision processes, gaps between theoretical ideals and actual practices, the specific features of local teams of experts and technical staff involved, and the role played by grassroots movements and the university itself are some of the issues discussed. Upon reflections on these key questions, the paper aims at bringing light on what has been learned and what are the challenges faced by an interdisciplinary approach.
