Resumo

The concept of passive revolution has been used to analyze the idea, the proposal, the project and also the process of RSB, in order to explain the “filters” they have passed through. This article aims to analyze the RSB, triggering the concepts of passive revolution and transformism to formulate new hypotheses and to discuss characteristics and developments in the conjuncture. Therefore it considers the hypothesis according to which the RSB process itself presents a “specific passive revolution”, accompanied by the transformism on the part of its intellectuals and leaders. Analyzing projects that remain in dispute in health policies (mercantilist, rationalizer and RSB), it also posits that subjects of the antithesis can be mobilized in function of a political praxis that bets on the renewal and deepening of RSB.
