Raio-x da política pública e do governo vis-à-vis a implementação da política nacional de busca de pessoas desaparecidas no Brasil (2019-2023)reflexões diversas

Resumo

The objective of this research is to understand the implementation of Public Policy and the government in implementing the National Policy for the Search for Missing Persons from 2019 to 2023. Methodologically it adopted an exploratory qualitative approach using reports, minutes, legislation and documents from the Ministry of Justice as primary sources. and Public Security and the Ministry of Human Rights and Citizenship on the National Policy for Searching for Missing Persons obtained through the Access to Information Law, in addition to analyzing data from the Brazilian Public Security Yearbooks from 2017 to 2022 and national and international publications for a review of robust literature related to the problem and public policy to combat the disappearance of people. It was found that the implementation of the public policy is in its initial phase, seeking good national and international practices to expand and increase the effectiveness of the implementation of the National Policy for the Search of Missing Persons, but structurally it is strongly thought of under the bias of public security and does not incorporate other State apparatuses such as social assistance, health and other public security agents external to the investigation activity. Some potential applications of nudges were demonstrated in improving their implementation and how Public Governance can strengthen the relationship of collaboration and intergovernmental and intragovernmental federative cooperation in Public Policy regarding the disappearance of people in Brazil.
