Resumo

Investing in infrastructure is essential to foster economic development and improve society’s well-being. However, when we analyse the future of the infrastructure sector, the dependence between investment and private initiative becomes even more indissoluble. In Brazil, more than 30 years after the start of the concession programme, the government continues to use the same criteria for choosing, i.e. price, even though many of the initial reasons and concerns have now been overcome. It is plausible to suppose that with the passage of time and accumulation of experience, the Brazilian government should feel more confident to start looking for more modern forms of contracts. As will be shown in this study, in various economies, some not so different from that of Brazil, the criterion for choosing the private partner has privileged, in addition to the economic issue of price, factors normally related to the quality or technical competence of the solution advocated by the agent. Another point, which we shall try and demonstrate, is that the world as a whole has been moving for some time now towards more modern relationships in more collaborative formats of interaction between the parties, and in this scenario, new models such as collaborative dialogue are already widely disseminated and used in projects, especially in complex ones. By studying 11 (eleven) cases, 2 (two) concessions in Brazil and 9 (nine) public-private partnerships in countries such as South Africa, Australia, Bulgaria, Chile, Colombia, India and England, it was possible to make some important reflections on the way in which governments have positioned themselves in regard to the technical qualification required of private partners in their infrastructure projects in the road, airport and subway segments. This study, therefore, will seek to demonstrate a little of the history of such an evolution and mainly offer some alternatives and flexibilities that are being practised and that can bring about greater quality and efficiency to the infrastructure concessions sector and thus increase wellbeing (consumer surplus) and competitiveness for national products.
